The Affordable Care Act makes everyone living at or below 133 percent of the federal poverty level, or earning $30,657 for a family of four, eligible for Medicaid, with the federal government covering the entire cost between 2014 and 2016. That support will be lower in later years but will still be 90 percent in 2019.
