Is it as easy as giving every business and every individual a waiver or exemption or is that too simplistic to really be a viable way to address it on President Romney's first day?

No. That wouldn't defund the enormous new HHS and IRS bureaucracies that have already been built to administer this thing.

The good news is that now that the individual mandate is a tax, it can be removed via reconcilliation. Needs only 51 votes in the Senate.
