But it's just one reactor out of many that is shut restarted in Japan. The net result in uranium consumption from the shutdowns in Japan and Germany is still very negative. While I agree that shutting down the reactors is a mistake, things are the way they are, not the way we want them to be.

China build is a fleet of nuclear reactors but see what happens if they get a serious situation ( which given the way, they implement complex technical systems is not that unlikely, see the high speed trains).

Even if a country were to decide to restart their nuclear reactors after they have been idled, it would take many years to get them back into operation.
