Every time some politician suggests a lockbox where funds for his or her pet project will be kept safe from other uses we should all respond in unison: "Liar Liar, Pants on Fire!" They spent Social Security, they spent the Federal Retirement System, they spent the Thrift Savings Plan (which wasn't even in their bank account, but they paid it back don't you know), they spent trust funds from stumpage that was supposed to be devoted to reforestation, and they spent virtually every money pot out there.
