As I recall, the penalty (or the new tax, or whatever it is called these days) only kicks in above a certain income level. Most of working poor with no insurance will stay right where they are today - except that they'll be eligible to buy insurance retroactively if (IF) a time arrives when they'll need it.

The whole thing is a gambit, intended to divert attention. The new "system" is simply a ploy to make things worse. Its purpose is not to work, but to fail. When there will be a public outcry, they'll blame the failure on free markets and capitalism -- and the government will step in and take over the entire industry. When you see it this way, then everything suddenly begins to make perfect sense.
