Mexico has several hundred police forces - there is no one unifying police force that dictates officer conduct. What dictates officer conduct is they don't get paid very much and usually buy their way into being on the force. Some of the best hard working people I have ever met in my life are Mexican and very soon thanks to their prodigious efforts at raising children will once again have a major influence on the US. All I can say to that is better them than any of the alternatives. They earned it and it is their natural stomping ground. The Constitution of Mexico is par excellence... en.wikipedia.org
