Do you know at what point after "lock ins" fund managers [FM's] are free to load up again on oil service stocks [or any other stocks]? If, for example, the end of Nov. is the deadline, then can they buy back in on Dec.1 for the next year? Or must they wait until Jan.1? Or what?

I'm not familiar with FM's end dates for one year, and opening dates dates for the next. Any clarification on these points would be appreciated. Thanks.
