Perhaps, but it could have been that the beginning of the trend toward contracting out, in general, coincided. Companies may have pushed for that but there is also some rationale behind the notion that contracting out is cheaper and adding to the federal workforce has poor optics.

But if so, then how would they be able to run a socialized national system?

They would surely contract that out, too.
