There have been some pipeline reversals allowing for Canadian oil to get to eastern refineries. One more pipeline reversal (in progress) and exports via the Atlantic will also be possible. Regarding a pipeline to the west coast, under Canada's parliamentary democracy and historical precedents, I expect either a Federal Act of Parliament, Order in Council or Federal expropriation of pipeline right of ways will be the ultimate solution as has been in the past for major trans provincial pipelines.
