This may be projected, and may well happen, but it wouldn't surprise me if this was NOT the case - that even expected CAP deployment was delayed as a result of both the regulatory issues, and the general RBOC delay of ADSL deployment.

Deployments certainly MAY go as currently expected.

However, MY intuition is that IF an RBOC feels it CAN delay, they likely WILL (and since they CURRENTLY control their bundles, they are not under competitive pressures - and UNTIL the unbundling issue is resolved - probably in 98 to 99 by the Supreme Court - they WON'T feel much competitive pressure)
