I am not sure that is a real concern. today if someone decide not to have insurance, they still get health care from the emergency room and they don't even need pay any premium. waiting until you need care before buying insurance has a lot of problem for the consumer also. And I think the one unanswered question is the premium for various group. state are setting up risk pool for the uninsured now and their rate is high. who is to say that the uninsured don't have to pay extra or on a different risk pool when they first get their insurance? we probably will have a bumpy few years as all the issues are being sorted out. and in the mean time, our premium will continue to go up as health care usage is unchecked. 8-((
