However, even the best value investors including buffett never bought just bcs something was trading at low multiples.

Actually, the father of value investing Benjamin Graham did buy stocks because they were at low multiples. IMO, you should read his writings before making such comments or maybe move to a growth investing board.

Buffett was a better investor than Graham, but Graham did quite well and Graham's approach is easier for mere mortals to replicate IMO.

That being said, I do not believe Graham would ever advocate buying XIN. Too much uncertainty, not enough margin of safety.
