SAP is a component of the DAX. This is the german equivalent to the Dow Jones index. The DAX consists of the 30 german companies with the highest market cap and trading volume. I don't think that introducing SAP as a regular listing on NASDAQ or NYSE would have that much of an effect to the share price.
A major problem of a listing is that the german stock exchanges do not yet accept GAAP accounting. SAP would have to have two sets of books if it wants to be listed on a german and an american exchange.
