From what you're saying it appears that Nokia may be getting compensated for the contribution of their LBS platform and free app availability through the WP licensing program. It is hard to say how elastic the pricing of WP software can become but I would expect added costs not to be all that helpful towards initial adoption of WP7.8 or WP8.
