I think Microsoft is very interested in increasing the amount of network bandwith available to the average computer user. The most efficient way to achieve this is to provide capital to the cable companies. Most of them have trouble to raise the capital needed to introduce widespread cable modem service. And there Microsoft can help.
The phone companies don't have any trouble to get the necessary capital for providing broadband service. And if phone companies see that the cable companies move faster they will probably speed up their own plans to avoid loosing their customers to the competition.
