All states but Vermont are required by their laws to have a balanced budget.


If that's the case then why are there so many states, (especially the one you live in), facing huge deficits?

I'll tell you what Rat, when the Gov't stops having to subsidize AMTRAK to keep them from bankruptcy, I'll support California HSR....... Until then, it's just a huge boondoggle.........
