who cares if it's called a tax or a penalty,it's semantics........working for a hospital,I like the plan....the hospitals(nonprofit) will get the monies they richly deserve.Rather give it to the hospitals of this country than the defense contractors who built unnecessary wasteful items over the years like the B1 bomber.
