He acts like four-million teenagers in conscripted civilian service wouldn't require enormous layers of management and support, just send them out to deliver meals and pick up trash and they will function autonomously. No way. It would require a HUGE expansion of the bureaucracy to begin to manage millions of new government workers, even on temporary stints.
