I thought they (Presidents) were supposed to stay out of the way so people can do what they do?
Then it follows that you would rate Obama very low. Obama has been messing up the economy from the start. Just Obamacare alone will cost $2.6 Trillion dollars rather than saving money as he claimed. His EPA and OSHA have combined to destroy thousands and probably tens of thousands of jobs. The economy under Obama has been horrendous. It will take a decade to make up for the harm to energy production that Obama has caused. His Fast and Furious gun running program was deliberately not monitored to ensure it only killed people rather than have any possibility of redeeming value. The list of ways he has failed your metric is so long that it would take days to record it all if we could learn all of it.
