"Ration" and "price control" are not dirty words

Rationing is suboptimal, but sometimes it may be the best of a bad group of noticeable choices that are realistically possible (including for example politically possible, if a government decision can't be implemented for political reasons than it is in a sense not possible).

Price controls are almost always and everywhere bad. About the only time they might be beneficial is to deal with a monopoly, but often the monopolies only exist because they are protected by government and the solution would be to stop protecting them.

Limits on what the government will pay aren't price controls, at least not when the government hasn't entirely socialized the particular market. Price controls would make it illegal for anyone to buy for more. A combination of the government outlawing private purchase, and limiting what it will pay might be considered a price control. To put it another way, if the government is acting a price conscious buyer, then it isn't a price control, if its saying no one can pay more (or less) than X, then it is a price control.
