no matter how much you want it to mean that, you cannot parse the quote in a way that the "you didn't build that" indicates anything but "if you've got a business". Go ahead and try:

Original
Obama: "If you were successful, somebody along the line gave you some help," he said. "There was a great teacher somewhere in your life. Somebody helped to create this unbelievable American system that we have that allowed you to thrive. Somebody invested in roads and bridges. If you've got a business -- you didn't build that; somebody else made that happen."

Re-Write: "If you were successful, somebody along the line gave you some help," he said. "There was a great teacher somewhere in your life. Somebody helped to create this unbelievable American system that we have that allowed you to thrive. Somebody invested in roads and bridges, you didn't build that, somebody else made that happen. If you've got a business.

Do you see how the quote makes no sense if you interpret it the way you suggest? The "if you've got a business" is just dangling there if those other phrases refer to the roads and bridges.
