Soros is pouring big bucks into infrastructure building. Will learn more over the weekend. My sister is at present, working in Moscow and is home for the holidays. In most foriegn deals of magnitude, these are dollar denominated and are backed by yhe IMF and World Bank. Oil is always dollar denominated.
