Nokia launching their Windows Phone 8 Lumia devices a month earlier that other OEMs?

"Speculation Season" has officially begun! ZDNet's Mary Jo Foley notes that Nokia CEO, Stephen Elop told the New York Times that the Windows Phone 8 software would be "released" in October, suggesting that Microsoft may be releasing it at that time (following a September RTM) to phone makers. MJF speculates that it could mean Microsoft is going to allow Nokia to go out with Windows Phone 8 devices before other phone makers do in November.
Meanwhile, Mobile Syrup are claiming that the same statement to the NY Times by Elop instead mentioned a "September launch," suggesting that it could be implying that the software would be formally announced and available to manufacturers at that time, meaning that Nokia will launch their Windows Phone 8 devices in Spetember, with the Samsung, HTC, and Huawei following on in October.
WMPU have pulled out a statement of what Elop said when asked if whether Nokia we going to be launching Windows Phone devices ahead of other OEMs:

So we're not making any specific announcements about announced timing or how that happens. But one of the things - just to give a signal in this direction, on a number of occasions, Windows Phone 8 has been demonstrated. It's been demonstrated on Nokia hardware. We're working with them every single day on the initial hardware platforms and everything. So clearly, we have a very close relationship that is not the same as what anyone else has at this point. So the relationships are good there.
If this turns out to be the case (whichever way, September or October), we hope Nokia will use the exclusivity to full effect by launching their devices simultaneously across markets and carriers. Nokia should not be sucked into the same Nokia Lumia 900/AT&T exclusive deal. Although it's always great to have a willing and helpful partner, having a devices only available to one carrier does more damage that good. Nowadays, people are deeply embedded into the their mobile providers' services so much that expecting them to move for a device is futile. Also, announcing and launching devices soon after - much like what Apple and Samsung do - is the way to go.
