I know it is in style for Obama haters to blame Obama for everything but to blame Obama for the spending in 2009 is more than just a little crazy - its dishonest. You are correct that Bush didn't want to spend much as he was running for his ranch in Texas as fast as he could get out of town, but his advisors told him he would be another Hoover if he didn't step in and do something big. He did and that spending was not only to try and save a little legacy for a pathetic president but it was an attempt to stop the complete economic armageddon! `If Obama had caused the meltdown - then we could assign spending to correct it on him - but he didn't! That was Bush. Are you unable to put this into the context of what was happening at the end of the Bush term? From the Forbes article - and remember Forbes ran for president as a republican;

Indeed, not only was the 2009 budget the property of George W. Bush—and passed by the 2008 Congress—it was in effect four months before Barack Obama took the oath of office.
