Is that how busy intersections would work without (government regulation) stoplights Peter? We'd all just wait for the next compassionate person to let us through? Having recently experience the massive electrical outage in the DC area, I was amazed at how well people respected the notion of treating dark traffic lights as four way stops. Maybe that would not hold up over time but it sure worked well for nearly a week.
