My solution is simple but will never be considered.

If an individual or family is a net taker from the government during the last four year election cycle, they don't get to vote. A net taker is one who receives more in welfare, tax credits, social security, government backed education loans, etc. than he pays in federal taxes.

Net givers choose leaders and lawmakers. No more pandering for votes with promised programs to be paid for by others (meaning current or future generations).
