But, these ratios were pretty stable since 1970s. What happens, is individuals move from bracket to bracket, in both directions, presumably.
There is also a question as regards definition of "benefit more". Is it (i) more amount of $ per capita, (ii) more amount of $ per bracket, (iii) relative % increase within a bracket, etc. One might argue an increase in pretax income from $30k to 60k/year is more beneficial than increase from $3,000k to 6,000k/year. Or, some can argue the opposite.
