I don't think that is reasonable in a society such as ours. Society determines (broadly) what we can and cannot do. We then choose to live within those constraints (or not).

My idea is a bit different. For me, individual responsibility means I have to live with the consequences of my decisions and actions.

If I spend my money on a cell phone and not health insurance, then I may have financial difficulties (or worse) should I get ill.

WIth Obamacare, I can spend my money on a cell phone. If I get ill, I then get the government to pay my health bills. That is not responsible.
