You have this exactly opposite of the what reality is.

If you decide to spend your money on a cell phone today (might not be a cell phone though - could as easily be a bottle of whiskey or a trip to France) instead of on insurance and then you get sick you get treated at the hospital and the government often gets stuck paying the bill. Where is the personal responsibility in that picture? With Obamacare you must have insurance so you might not get that cell phone because we all know sooner or later you are going to get sick or hurt! Sort of like forced responsibility. That's one of the main tenets of Obamacare in that you don't get a free ride. It is originally a republican idea.
