If you decide to spend your money on a cell phone today (might not be a cell phone though - could as easily be a bottle of whiskey or a trip to France) instead of on insurance and then you get sick you get treated at the hospital and the government often gets stuck paying the bill.

But if you plan to do it that way you risk going bankrupt from the hospital bills. Under Obamacare, you can just avoid buying insurance (paying a cheaper fine, or likely even avoiding that if you care to), and then buy a payment plan called insurance (even though it isn't insuring against anything, or at least paying for this condition isn't) after you develop a health condition.
