The problem is that it tries to do too much.

That's a matter of opinion. I don't think it does enough, at the margin. But size of government has a close correlation to the success of the country governed. Bigger being better.

and the USA isn't the government.

Yes, it is. Even if you define it by geography it's still a bunch of government legal documents.
