James Korean Govt limits foreign ownership of their stocks. Almost all Korean stocks trade at a premium to their value in Korea. My understanding is that you can not directly buy stocks in Korea. ADR's do not always trade at par with their native country price. It all depend upon supply and demand. Korean stocks as far as I can remeber always trade at a large premium. WSJ has local prices and you can always compute the premium based on Seoul prices in Won.
