In a previous post Barry let it be known that: "Hold up was from the Environment Ministry . They went directly to the Minister of Mines and he now has the binder and the ball is rolling ." Now he says that: " another toe drag on this by the Environment Dept. He says Cosigo will wait 1 more week then go to the Assistant Mines Minister directly for it ." There seems to be a logical disconnect in these two statements. What if anything am I missing here? The Minister of Mines threw it back to Environment Dept? The Environment Dept some how managed to get the binder and stop the ball rolling?
