The "laundering money" statement probably refers to winning more pay or more lucrative benefits, then using some of that added income to lobby for expanding government, and to support politicians who support bigger government and/or higher pay and benefits for union workers, which results in more income for the unionized workers and unions, some of which goes back to the lobbying and candidate support, continuing the cycle again.

I think its a bigger factor at the state level and in some localities than at the federal level.
