What's most interesting is the fact that the original 18 GHz allocation --- 100 MHz --- was increased to 400 MHz.

No matter how you look at propagation/attenuation, there's no way that moving from 18 to 24 justifies a premium to 400% of spectrum.

The (theoretical) inconvenience of the FCC's pressured move order (to a company that hadn't yet gotten anywhere near to deploying a single walkie-talkie or baby monitor) could, arguably, be rewarded somehow ... but 4X is way too much and has no propagational base. (The relative attenuation charts are well-published.)

Stealth, indeed... the deal smells of cigar-smoke.
