Which would be better? Samsung paying Apple billions of fees or Samsung buying Nokia for their patents and IP and have Apple pay Samsung for its Nokia IP and patents??? Nokia is valued just $9.7 billion. Apple is asking Samsung for $2.5 billion and who knows how many more billions per year per phone. This is a no brainer for Samsung. Buy Nokia, get amazing IP and patents and have Apple pay them instead of the other way around.

Nokia generates $0.5 billion in royalties each year and could end up getting $1 billion per year. Samsung is the company that makes sense. They have synergy in almost every operation with Nokia. Especially now that Windows Phone 8 is coming. Samsung is good on Android and manufacturing and Nokia is good in IP and Windows Phone 8. In fact there is very little overlap. Nokia already turned around their network operations, and Samsung can just shut down any Nokia manufacturing that is not profitable.

I think $20 billion will make that deal happen. In fact, $20 billion may get multiple higher bids by other interesting parties (Microsoft and Apple).
