I don't think your claim is completely true, or very relevant. A lot of Democratic initiatives get delayed or blocked as well. Some Republican one's advance quickly under the right political circumstances. Its possible that the Democrats as a whole have some advantage, but even if they do its not enough of an advantage to fit your description. Even if it was, that's passing new laws or regulations or creating new programs, not personal benefit from the government or government influenced private corporations or individuals to get around laws.
