Explain why liberal / democrat initiatives get implemented so quickly when a new democrat comes into office while Conservative / Republican ones are not.

Because the former wants to do more and the latter wants to do less. It's much easier to get people excited to add something else to the repertoire. To change/cut back something that people are used to and that lots of people are invested in is much more difficult.

That may be the meme but the last conservative/Republican we had certainly didn't do less, nor his recent predecessors. No Child Left Behind, Homeland Security and the Drug Benefit come to mind, as well as two wars. There was much more growth in government under Bush than under Obama.

From a data perspective, the conservatives/Republicans seem like all talk no walk.
