Fraud and corruption are facts of human life, directly controlling them is probably not possible. Who polices the policeman? The power corrupts thing. So both are probably true, voters are stupid in that they think if their guy was in power there would be less corruption in the face of absolutely no evidence of this, now or ever. If one wishes to have less corruption it seems the only avenue is to cede less power, also known as small government/taking responsibility for ones own self.
There seems to be some problem with this, most people aren't built like that, apparently. So here we are, right back at big crappy government, the historical norm in all times and all places.

PS No criminal charges for Corzine. He moved some large sum of other peoples money into his account and then lost it, but that was not his INTENT. He intended to borrow that money and make it all back and then replace it (Didn't Bernie do exactly that just recently? Oh well, Jon is special).
