Just prior to the winter Congressional recess, Rep. Nancy Pelosi
(D-Calif.) introduced legislation that would place federally funded HIV
treatment programs in line with the new guidelines for HIV treatment
,released earlier this year by the Department of Health and Human
Services. The bill, which was introduced to the House on Nov. 14, gives
the Secretary of Health and Human Services authority to delineate
treatment guidelines on a regular basis, and requires federally funded
programs to conform to those guidelines. The legislation also gives the
secretary authority to designate specific therapeutic drugs as essential
to treating HIV-positive persons. State Medicaid programs and state-run
AIDS Drug Assistance Programs would then be required to provide those
drugs at the minimum. The legislation was co-sponsored by 33 other members
of the House; work will start on it when Congress returns to session in
the middle of January.
