Uh............this is not the right legislation. This was a bill that was sponsored by Rep C. Smith of NJ and did pass the House:

To prohibit taxpayer funded abortions and to provide for conscience protections, and for other purposes.

I am going to assume this was an oversight on your part and not an intentional attempt to mislead. Meanwhile my original position still stands............that Akins AND Ryan tried to establish the term of forcible rape in their legislation. Its clear that Ryan thinks much like Akins on this subject and scarily, Bambi could be one heart beat away from the presidency.
