At the end of the day everyone will get a lowest common denominator of health care. Except of course Olympic Athletes who can be deemed to be very important in winning gold medals for the nation. People who might need extra care because they protect and serve the public interest. IRS officers especially in the audit division might need prioritized health services after all it is important work ascertaining if Joe Citizen is paying his fair share.
