The value of the speed of light you referred to is the speed in a vacuum. Light velocity decreases in a non-vacuum media. The velocity in glass is about 2/3 the velocity in a vacuum. The index of refraction is expressed as n=c/v, where c is the velocity in a vacuum, and v is the velocity in a given medium. For glass, n= 1.5 approx.
