Unions often worked to exclude non-whites. Prevailing wage laws, were often first created for racist reasons. Companies and small businessmen may have often been as racist as the unions, but they often worked against such laws because it was in their economic interest to do so.

I'm sorry if that causes cognitive dissonance for you, but its historically true.

Milton Friedman got it right when he said
