The church as a church uses social services? Or do you mean individual church members (who if they have enough income do pay taxes).

Either way its irrelevant to the point. If you decide to provide all sorts of services for me, without contracting with me to provide those services, I'm not morally obligated to pay you.

And case the government isn't funding the church, its providing public goods, and it may be providing money to church run charities (who would be tax free even if they where secular, and who provide charitable services to the public with that money).
