Taxing is a major government power, expanding taxes to cover churches would be expanding that power. A VAT or national sales tax would be an expansion of government power, but it would be balanced by eliminating the income tax (if it was actually eliminated which many Republicans and most Democrats would oppose at this point so it doesn't seem likely any time soon). Such a switch would not be an expansion against the churches (who presumably would not be required to pay sales tax, or would get VAT rebates)
