Programs such as Metastock 6.5 and Window on wallstreet 5.0 can be setup to do cooper's scans, they are very simple. You require end of day data source. ATR(21)>1.13 should measure volatility. Another element in a scan. Cooper likes low float stocks which eliminate most of the high caps. using IBD, he likes RS>95 on longs and RS<30 on shorts. So there is a means of filtering stocks even further. If you think earigs have anything to do with price, throw in EPS>80 for longs, EPS<50 for shorts. now with float, EPS, RS, and ATR your 11,000 is down to maybe 200-300. now you scan and set up list.
