They are failing.


No they aren't, at least not yet. Even if they enacted Ryan's plan, government spending on health care would still increase. With the current law that has been passed (Medicare, Medicaid, CHIP, Obamacare) and without reform, spending will gobble up the federal budget and much of the economy.

The cost of health care in the U.S. is expected to grow at a historically low rate of 7.5 percent in 2013

7.5% is very rapid growth.
