That's partly true, but people like Eliot Spitzer figured out how to get the job done anyway. Holder is a complete no show.

Having said that, your point is a good one. Fact is that these TBTFs can throw hundreds of millions, if not billions, at lobbying and lawsuits to slow any investigation down. They are using all of their might and muscle, just as the Railroads and Tobacco companies did in the bygone eras, and just as the Oil and Coal companies do today. If nothing else, that is the biggest danger of allowing the TBTFs to exist in such mass as they do today. They can outspend any government agency to get their way. It's truly terrifying to acknowledge that this country is really run by large corporations and the financial elite. The balance of power has gone way out of whack and Citizens United is just one more symptom of it.

Anyway, I believe that there is enormous appetite in this country for financial fraud prosecution. If there were a leader out there who would take up this mantle...even Obama at this point...they would find a welcome reception among most people of both parties. Obama's bully pulpit could whip up enough furor around this topic that we'd see action, voluntary or involuntary. But so far, he's been pretty quiet. I suspect he doesn't want to lose their money for the election, even though they are giving the GOP more nowadays.
