I've already been over this with you multiple times.

A person may have other business interests there, want to diversify his cash holdings, perhaps conduct business dealings without his local banks knowing about it, any number of reasons. And there may be tax reasons, which are perfectly legal and appropriate.

What can be said to a certainty is that Romney has no such accounts that are used for any illegal purpose. So beyond that WTF business is it of yours?
